SPEAKER:  Joshua D. Glover, EM Planning Manager, Harris County Homelad Security & Emergency Management

In this talk, we will identify the mission of Emergency Management in Harris County and its role in emergency and disaster response. We will also examine emergency management functions based on accepted FEMA practices such as Incident Command System (ICS) and the National Incident Management System (NIMS), and review these roles and their impacts based on historical events.

Joshua D. Glover serves as the EM Planning Manager for the Harris County’s Office of Homeland Security and Emergency Management (HCOHSEM). Joshua brings thirteen years of experience in emergency management, information technology, emergency response and occupational safety and health, to meet a diverse set of challenges that can face the nation’s third most populous county. Starting in 2009, he became the project manager
for the Harris County All Hazard Mitigation Plan, a multi-agency plan encompassing 34 jurisdictions within Harris County. In addition to mitigation, Joshua serves as the manager for the HCOHSEM On-Call Staffing Program, the administrator of the Harris County EOC Incident Management and Planning Portal, as well as other team collaboration technology platforms. In 2010, he developed the STINGER-HC Situational Awareness Dynamic Mapping Platform, which quickly became an invaluable EOC Operations tool. In 2012, the department received the EMAT Excellence in Emergency Management Award for the STINGER platform. A proud graduate of Texas A&M University, Joshua holds a B.S. in Sociology and minor in Business Administration. Joshua is certified by the State of Texas as a Certified Communications Unit Leader, Emergency Medical Technician and EMS Instructor, by the State Fireman’s and Fire Marshal’s Association as a Firefighter, and by the National Safety Council in Principles of Health and Safety.
